Rektor Unesa Prof Haris Supratno mengatakan, perguruan tinggi negeri (PTN) tidak bisa seenaknya menaikkan biaya operasional ketika berstatus badan hukum pendidikan (BHP). "Semua kan punya rumus. Mahasiswa maksimal menanggung sepertiga dari biaya operasional PTN yang bersangkutan," tuturnya.
Haris menjelaskan, faktor rumus penggalian dana itu juga membatasi PTN untuk tidak seenaknya menarik biaya tinggi pada mahasiswa. Jika biaya operasional dinaikkan, justru yang susah PTN bersangkutan. Mengapa? Sebab, sisa biaya operasional bakal ditanggung pemerintah dan PTN itu.
"Kalau operasionalnya tinggi, otomatis PTN harus mencari dana besar juga karena tidak seluruhnya bisa ditanggung mahasiswa kan," terangnya.
Haris menegaskan, untuk tahun ini pihaknya tidak akan menaikkan biaya SPP mahasiswa. Untuk program IPS, SPP tetap Rp 500 ribu, sedangkan IPA Rp 550 ribu. Kalaupun ada kenaikan, jumlahnya dipastikan tidak akan besar. Hanya mengikuti kenaikan harga barang-barang. Selain itu, sudah bertahun-tahun kampus tersebut tidak pernah menaikkan biaya SPP. "Jadi, bukan karena status BHP," ujarnya.
Hal sama diungkapkan oleh Rektor ITS Priyo Suprobo. Dia menyatakan tidak akan ada kenaikan SPP secara gila-gilaan di kampusnya. Dia sudah menyosialisasikan kepada mahasiswa agar tidak terpengaruh isu yang tidak jelas tentang BHP. "Saya sudah menghitung semuanya. SPP mahasiswa sekarang saja sudah 34 persen," jelas dia.
Padahal, lanjut dia, besar sumbangan keuangan atau SPP yang diperbolehkan maksimal 30 persen atau sepertiga dari biaya operasional. Dengan perhitungan itu, bisa dipastikan tidak akan ada kenaikan SPP di kampusnya. (sha/hud)(jp)

Depending on the approval of the government of the Scholarships Programme of VLIR-UOS, a maximum of 10 ICP Ph.D. scholarships is granted per reference year.
Objectives
The ICP Ph.D. programme aims to institutionally strengthen universities or research institutions in the South through capacity building, by upgrading local academic personnel by offering Ph.D. scholarships.
New in this call
- The ICP Ph.D. programme is now also open to ICP students from developing countries who will graduate in the reference year, i.e. 2009, hence after the selection date. Consequently, their selection is conditional upon their graduation. The call stays open for ICP graduates of maximum 5 years before the reference year. This means that candidates who graduated from an ICP in 2004, 2005, 2006, 2007 and 2008 can apply.
- Candidates cannot apply for ICP Ph.D. more than three times.
Scholarship type and duration
Type
In a “sandwich” scholarship two-thirds of the research is conducted at the local institution and one-third at the Flemish university. This ratio has to be respected, not annually but in the overall period of four years.
The scholar is free to choose the periods of his/her stays in Belgium and his/her home country, albeit in agreement with both supervisors. However, for practical reasons, the scholar is obliged to come to Belgium at the start of the scholarship, i.e. on 1 October of the reference year.
Duration
A full ICP Ph.D. scholarship consists of two consecutive two-year terms and cannot be extended.
Timing
The applicant is responsible for both the electronic version and the original hard copy of the complete application file, to reach the ICOS before expiry of the internal deadline that is determined by the respective university. The internal deadlines of the respective universities are shown in the table below:

PROGRAM BEASISWA S2 & S3 LUAR NEGERI DEPKOMINFO TAHUN 2009
Departemen Komunikasi dan Informatika pada Tahun 2009 kembali membuka kesempatan dan menyediakan beasiswa pendidikan S2 dan S3 di luar negeri bagi PNS di lingkungan lembaga pemerintah, karyawan/karyawati di lembaga pendidikandan industri teknologi informasi dan komunikasi (TIK), serta masyarakat umum.
Persyaratan :
1. Lulusan sarjana S1 untuk pendidikan S2 dan lulusan Sarjana S2 untuk pendidikan S3.
2. Memiliki IPK minimal 2,75 (dari skala 4)
3. Memiliki nilai Institutional TOEFL (ITP) minimal 550 atau IELTS minimal 6.5
4. Memiliki nilai Tes Potensi Akademik (TPA) minimal 550
5. Mendapat rekomendasi dari pejabat yang berwenang
6. Diutamakan :
a. Memiliki pengalaman kerja minimal 2 tahun
b. Berusia maksimal 35 tahun untuk pendidikan S2 dan 40 tahun untuk
pendidikan S3.
c. Belum memiliki gelar dan tidak sedang menerima beasiswa lain dan/atau sedang mengikuti program pendidikan S2 (bagi pelamar program S2) atau S3 (bagi pelamar program S3)
7. Pendaftaran dan penyerahan berkas lamaran beasiswa paling lambat tanggal 18 Februari 2009.
